UAE casino: UAE one step closer to Wynn Casino as 'commercial gaming' regulator established

We reported back in November that a massive casino is planned for the UAE.

Now, the country is a step closer as the General Commercial Gaming Regulatory Authority (GCGRA) has officially been established.

The federal authority is tasked with introducing a world-leading regulatory framework for commercial gaming and a national lottery.

It will coordinate regulatory activities, manage licensing nationally and facilitate unlocking the economic potential of commercial gaming responsibly.

WAM news agency shared the update and explained that the GCGRA will create a socially responsible and well-regulated gaming environment, ensuring that all participants adhere to strict guidelines and comply with the highest standards.

Kevin Mullally, who has been appointed as CEO of the GCGRA, said: “I am delighted to have been appointed as the inaugural CEO of the GCGRA. With my experienced colleagues, I look forward to establishing a robust regulatory body and framework for the UAE’s lottery and gaming industry.”

The Board of Directors chairman Jim Murren said: “I am delighted at the appointment of Kevin Mullally. He brings unparalleled category experience and will be invaluable in creating a fit-for-purpose regulatory framework for the UAE.”

Ras Al Khaimah is where it’s expected that the UAE’s first casino will stand.

Set to open in 2026 on the dormant Dream Island, the casino headed up by Wynn Resorts is intended to be around 18,500 square metres in size – double the size of Wynn’s Vegas site.

Earlier this year, Wynn Resorts’ CEO Craig Billings was quoted in Hotelier Middle East as saying the proposed venue will be “larger than Wynn Las Vegas”.

He also said the proposed Wynn resort will be fully “licenced to conduct gaming” when it does finally open.

Current plans include a 1,000-room hotel, a spa and an upscale shopping mall.
